Yes. Studies have shown that 16% of syringes drawn up on wards, and 6% of those in operating theatres, are contaminated. Prefilled syringes compounded in a clean room should have zero contamination, and manufactured prefilled syringes are guaranteed to be sterile. Some manufactured prefilled syringes also have externally sterile packaging and can be used on a sterile field (e.g. PFS Lidocaine 1% 100 mg in 10 ml).
